Diana Lewis Jackson is the President and CEO of Action Facilities Management, Inc. (AFM), a premier government and commercial contracting firm she founded in 2001. Under her leadership, AFM was named the 2020 National Small Business Prime Contractor of the Year by the U.S. Small Business Administration. Ms. Jackson has cultivated a corporate culture focused on client mission success and employee well-being, growing AFM to nearly 400 employees across ten states and Washington, D.C. Her strategic vision and commitment to excellence have positioned AFM as a leader in integrated facilities solutions.

A dedicated community leader, Ms. Jackson has served on numerous boards and commissions. She was appointed to the West Virginia Higher Education Policy Commission and previously served on the West Virginia University Board of Governors. Her board service includes the WVU Cancer Institute Council, United Bank Board of Directors, Highmark Blue Cross Blue Shield, and the West Virginia Regional Technology Park.

Ms. Jackson’s leadership has been recognized with numerous honors, including induction into the West Virginia Business Hall of Fame in 2021, the 2016 National 8(a) Graduate of the Year award, and being named the 2013 WV Small Businessperson of the Year. She holds a Bachelor of Science in Accounting from Fairmont State College.

Donald Hill III is the Executive Vice President of Action Facilities Management, Inc. (AFM). With more than two decades of leadership experience in facilities management, logistics, and operational excellence, he drives AFM’s strategic vision, business growth, and commitment to superior client service.

As Executive VP, Don oversees large-scale federal and commercial contracts, ensuring operational efficiency, regulatory compliance, and continuous improvement across AFM’s national portfolio. He is recognized for his ability to align complex technical operations with long-term organizational goals, fostering a culture honesty, integrity, teamwork, and dedication. Under his leadership, AFM has enhanced its reputation for delivering high-performance solutions that meet the evolving needs of its clients and partners.

Don is also passionate about developing future leaders and empowering his teams to succeed through mentorship and clear strategic direction. His forward-thinking approach helps position the organization for long-term success in a competitive marketplace.

A results-oriented leader with a passion for service, Don is deeply committed to AFM’s mission of “Setting the Standard for Excellence.” He works closely with company leadership to expand AFM’s operational capabilities, strengthen partnerships, and build sustainable growth strategies that ensure long-term success.

Outside of his professional responsibilities, Don enjoys spending quality time with his two sons and staying active through fishing, skiing, golfing, and playing baseball—bringing the same energy, balance, and enthusiasm to his personal life as he does to his executive leadership role.

Mark Fletcher, Director of Finance

Director of Finance

Mark Fletcher has been a valued member of Action Facilities Management since 2007 and currently serves as Director of Finance. In this role, he supports the company’s financial operations, with a focus on payroll, purchasing, and fiscal oversight for projects and supervisors across the organization. Mark holds undergraduate degrees in Accounting and Marketing from West Virginia University, along with a master’s degree in Forensic Accounting and Fraud Examination. He is also a licensed Certified Public Accountant and Certified Fraud Examiner. Based in Morgantown, Mark brings deep institutional knowledge, financial expertise, and a steady commitment to operational excellence. He was raised in West Virginia and resides in the Morgantown area with his wife Katie. Mark inherited the family hairline and enjoys playing soccer and grilling at his home where he is confident in his ability to over or under cook just about anything.

Neil Kilpeck, Regional Director

Executive Director of Operations

Neil is a seasoned facilities operations and maintenance leader with more than 30 years of experience. He began his career with the Commonwealth of Massachusetts, where he served in roles across the Bureau of State Buildings and concluded his state service as Superintendent of State Buildings. He later held leadership positions with EMCOR Government Services, ultimately serving as Executive Director of Operations and overseeing an O&M portfolio of 28 contracts and more than 400 facilities nationwide. Today, Neil serves as AFM’s Northeast Director of Operations, managing accounts across New York, Massachusetts, and Maine.

Pepei Gajanayake, Director of Human Resources

Director of Human Resources

With over 20 years of progressive HR leadership across public and private sectors in the United States and United Kingdom, Pepei holds an MBA, a Bachelor’s in Business Studies, and a Postgraduate Diploma in Human Resources, and is a member of the Chartered Institute of Personnel and Development (CIPD). Her experience includes strategic workforce planning, organizational development, employee relations, and people-centered transformation within complex, highly regulated environments. She is keen on building collaborative partnerships and fostering inclusive, high-performing cultures, while consistently aligning people strategies with organizational goals. Outside of work, she enjoys traveling, cultural immersion, and exploring diverse culinary experiences.

Darren Finley

Regional Director

Darren Finley is a Regional Director and facilities management leader with more than 20 years of experience in mechanical maintenance, operations, and project management for large federal and commercial facilities. He has supported major sites for the FBI, GSA, IRS, National Guard Bureau, and the U.S. Mission to the United Nations. At Action Facilities Management, he oversees operations and maintenance projects in New York and the National Capital Region, leads quality inspections, trains managers, and ensures compliance with contract, environmental, budget, and client requirements. His technical expertise includes building systems, energy management, fire alarm systems, CAD, and federal contractor compliance. Outside of work, Darren is a competitive bowler, enjoys golfing and most sporting activities, appreciates live jazz, plays several instruments, and is actively involved in various church functions.

Jeannine Cole

Executive Administrator

Jeannine Cole has been with Action Facilities Management since 2018 and currently serves as Executive Administrator, providing high-level administrative support that strengthens communication, coordination, and day-to-day operations across the organization. At AFM, she helps develop and refine internal documents, supports leadership communications, manages complex administrative workflows, and coordinates initiatives that keep teams informed and projects moving forward. Before joining AFM, Jeannine built experience in academic and private-sector settings. She holds advanced degrees from Duke University and the University of Tennessee, and a bachelor’s degree from Knox College. Outside of AFM, Jeannine enjoys exploring historic places, planning her next travel adventure, and trying new recipes.

Jessie Lamb, Human Resources Specialist

Human Resources Specialist

Jessie Lamb has been a member of AFM’s Human Resources team since December 2021, where she oversees recruitment, onboarding, and employee training. She is dedicated to creating a positive new-hire experience and helping employees begin their roles with confidence and clarity. Jessie brings a strong background in systems and process evaluation, project management, community engagement, partnership development, and strategic planning. She also has experience preparing annual reports and program proposals, writing policy briefs, and monitoring contracts and budgets. Jessie holds a Master of Science in Public Policy and Management from Carnegie Mellon University. Outside of AFM, Jessie enjoys baking, puzzles, and all things reality TV.

Kevin Lapp, Safety Director

Safety Director

Kevin Lapp has served Action Facilities Management since February 2006 and currently serves as Director of Safety. With nearly 30 years of experience across government and private-sector environments, he brings extensive knowledge of government contracting, emergency management, security, and safety operations in complex settings. Kevin has worked closely with AFM teams and clients to maintain continuity of service during challenging events, including the COVID-19 pandemic. He holds a degree in emergency management and has completed extensive professional training in the field. Outside of work, Kevin is an avid outdoorsman, accomplished archer, and owner of Lapp’s Woodcrafts, where he creates handcrafted furniture and wood pieces.

Kelly Smyth, Accounts Payable Administrator

Accounts Payable Administrator

Kelly Smyth brings over 20 years of strong experience in accounts payable and customer service, along with a consistent commitment to providing responsive, high-quality support. A Michigan native who has lived in Morgantown since 2004, Kelly’s background in financial processing and customer service has equipped her to support day-to-day operations with accuracy and professionalism. She takes pride in delivering excellent service and building positive working relationships. Outside of work, Kelly enjoys spending time with her family, caring for their three Dachshunds, and exploring the outdoors with her husband, whether riding their Harley or side-by-side.
